Meanwhile, the International Criminal Court (ICC) in The Hague has issued arrest warrants for Russia’s former defense minister, Sergei Shoigu, and leading general, Valery Gerasimov. They are accused of committing war crimes and crimes against humanity by directing attacks against civilians and civilian infrastructure in Ukraine.

The ICC judges stated there are "reasonable grounds to believe that the two suspects bear responsibility for missile strikes carried out by the Russian armed forces against the Ukrainian electric infrastructure from at least 10 October 2022 until at least 9 March 2023."

Ukraine’s presidential chief of staff welcomed the ICC's decision, calling it a significant step towards justice. Russia, which is not a member of the ICC, has denied targeting civilians and dismissed the accusations.

These developments underscore the gravity of the conflict and the international community’s efforts to hold those responsible for alleged atrocities accountable.
